The Union Cabinet chaired by Prime Minister Narendra Modi, today approved the proposal for conducting Census of India 2021 and updation of National Population Register, NPR. Briefing media after the meeting of the cabinet, Information and Broadcasting Minister Prakash Javadekar said, Census exercise will be done by using App based technology to make it more easier. He assured that no proof, document or biometric will be taken during the process of NPR from the people.
   
"Launching a massive programme of National census with happens every  ten years, so 2021 is the census year. Every house will be mapped, listed during April and September 2020. And in February 2021 head count will be done."

In another big decision, the Cabinet today approved the creation of post of Chief of the Defence Staff, CDS. The creation of the post was announced by Prime Minister Narendra Modi during his Independence Day Address this year. The CDS will head the Department of Military Affairs to be created under Ministry of Defence and will function as its Secretary. He said the post will be the rank of 4-Star General with salary equivalent to Service Chiefs. Talking to AIR news, Director of Society for Policy studies, Commodore Udai Bhaskar said that creation of CDS is first step in India's composite military capabilities.
 
"The creation of the office of a chief of Defence staff is to be welcomed. The objective is to make exisiting military capability and resource allocation more effective. The proposed chief of Defence staff will be an important first step in the integration of India's composite military capability. The nature of warfare is changing with rapid technological advances and the CDS will have to conceive of and shape Indias cyber space and spectrum capability."  

The Union Cabinet also decided to honour the contribution of former Prime Minister Atal Bihari Vajpayee by naming the Strategic Tunnel under Rohtang Pass after him on December 25, tomorrow which is his birthday. The historic decision to construct a strategic tunnel below the Rohtang Pass was taken on 3rd June in  2000 when late Atal Bihari Vajpayee was the Prime Minister. The foundation stone for the Access Road to the South Portal of the tunnel was laid on 26th of May 2002. The 8.8-kilometre long tunnel will reduce the distance between Manali and Leh by 46 kilometres. 
The cabinet also approved Atal Bhujal Yojana, a Central Sector Scheme with total outlay of six thousand crore rupees.
In another major decision, Cabinet also approved organisational restructuring of Railway Board. Briefing the media, Minister for Railways Piyush Goyal informed that Railway Board will be headed by Chairman Railway Board who will be the Chief Executive Officer with 4 Members and some Independent Members. Mr Goyal said, existing eight Group A services of the Railways will be reorganised into a Central Service called Indian Railway Management Service, IRMS. Mr Goyal said, it is a huge reform to end departmentalism and working in silos in Railways. 
 
"Today the Union Cabinet took a very historic decision to merge all these eight organised services into one service called Indian Railways Management Service (IRMS). And now all the employees at management level will all be coming into the railways through one service."

Home Minister Amit Shah today said that there is no link between National Population Register, NPR and National Register of Citizens, NRC. Speaking to a News Agency this evening, Mr Shah said, no data of NPR can be utilised in NRC. He said, those who are spreading rumours on NPR are actually hampering benefits of poor and minorities. 

"हमने एक एप बनाया है, जो फ्री ऑफ कोस् हर नागरिक डाउनलोड कर पाएगा अपने मोबाइल पे और भरकर दे सकता है। तो जब जनगणना अधिकारी आएंगे, एनपीआर के बनाने वाले लोग आएंगे, तब सिर्फ एक या दस मिनट के अंदर काम समाप् होगा। कोई डॉक्यमेंट नहीं लेना है, कुछ नहीं लेना है, जो इंर्फोमेशन आप देंगे, उसका सरकार रजिस्टर बनाएगी और इस इंर्फोमेशन के आधार पर आने वाले दस दिनों तक भारत की विकास की योजनाओं का प्लानिंग होगा। भारत के विकास का खाका तैयार होगा।

Mr Shah said, if such surveys would not have happened then cooking gas would not have reached the poor households. He said, such surveys are base for several schemes brought by the Government for targeted beneficiaries.
Mr Shah said that while Census was held every 10 years and NPR was started by the UPA government and the government is carrying it forward as it is a good exercise.
The Home Minister said, some new things have been included this time in NPR like area of house and number of livestocks.

"The NPR is a register of usual residents of the country. The exercise will be carried out between April and September next year in all states and Union Territories, except Assam. The NPR will also be d along with House listing and Housing Census. The objective of the NPR, is to create a comprehensive identity database of every usual resident in the country. The data for NPR was last collected in 2010 along with the house listing phase of the Census 2011. With Anand, Anupam Mishra, AIR News Delhi"

Defence Minister Rajnath Singh has hailed the creation of CDS post calling it a historic decision. He said this will usher in reforms in the higher defence management in the country. He said, it a major step towards bringing about jointmanship between the Armed Forces.

West Bengal Governor Jagdeep Dhankhar has alleged that everything in the state has become politicized. The Governor was forced today to leave Jadavpur University without presiding over its convocation as protestors blocked his way. Members of ruling TMC employees’ union showed black flags to the Governor who is also the Chancellor of the prestigious institution and shouted go back slogan. Students also refused to accept degrees from the Chancellor in protest against CAA. Despite request from the university officials, the protestors remained defiant and finally Mr Dhankhar went back to Raj Bhawan. Later, the governor expressed his displeasure by a series of tweets. The Governor alleged that there has been effort by the state government to undermine the authority and functioning of the Governor.

Jharkhand Mukti Morcha legislator party leader Hemant Soren today staked claim to form new JMM-Congress-RJD alliance government in the state after meeting with Governor Draupadi Murmu tonight. Later, Smt Murmu invited Hemant Soren to form government following extension of support by  Congress and RJD in writing at Raj Bhavan this evening.  Earlier the Executive President of Jharkhand Mukti Morcha (JMM) Hemant Soren was elected as legislator party leader.
Congress party has decided Alamgir Alam as its Legislature Party Leader. This was decided in a meeting of new party legislature chaired by Jharkhand Congress in-charge RPN Singh in Ranchi this evening.
The alliance has won 47 out of 81 assembly seats in the recent elections. JMM bagged 30, Congress 16 and RJD one seat. BJP has got 25 seats. Jharkhand Vikas Morcha has got 3 seats and AJSU 2. NCP and CPI-ML have bagged 1 seat each. Two independent candidates have also been elected.

Information and Broadcasting Minister Prakash Javadekar today said that NDA government is bringing Digital Radio in 2024. Addressing the annual Akashvani awards function in New Delhi, Mr Javadekar said, the audio of digital radio will be more clear and its reach will be higher. The Minister said, All India Radio is an institution which is a part of people's lives, be it music, news or entertainment.
Prasar Bharati Chairman Dr A Surya Prakash said, AIR news commands huge credibility. He said, Akashvani has one of the largest news gathering and dissemination apparatus in the world.

"Akashwani news commands huge crediblility and all those handling this responsibility deserve our heartiest congratulations. We have our 800 television channels in the country today but there are millions and millions of Indians who are hooked on to Akashwani are the first thing in the morning or the late night news before they go to bed."

Petroleum and Natural Gas Minister Dharmendra Pradhan today unveiled India's first long distance CNG bus fitted with CNG cylinders at a function in New Delhi. It can travel around one thousand kilometres in a single fill. Talking to reporters, Mr Pradhan said, this is a revolutionary step which help reduce vehicular pollution. He said, the first long range interstate CNG bus will ply from Delhi to Dehradun. He said, such type of buses will soon ply between Delhi to Jaipur, Chandigarh and Agra.

Prime Minister Narendra Modi today congratulated President of Afghanistan Mohd. Ashraf Ghani on the announcement of preliminary official results of the Presidential elections. In a telephonic conversation, with the Afgan President, Mr Modi also complimented the people of Afghanistan on the successful conduct of the elections and the subsequent process in face of daunting challenges, which represents the strengthening of roots of democracy in Afghanistan.
The Prime Minister also underlined India’s principled support to an inclusive peace process in Afghanistan which is Afghan-led, Afghan-owned and Afghan-controlled.
President Ghani thanked Mr Modi, the Indian Government and the people for their continued support to democracy and development in Afghanistan.

Christmas carols and pre-Christmas celebrations featuring special numbers, skits and Gospel message and various other programmes are being organized in different parts of Meghalaya and different parts of the Northeast. In Shillong, designer stars adorn rooftops and banners featuring Christmas and New Year wishes are fluttering in all localities spreading the message of peace and love. Midnight masses will be held in the churches tonight to herald in the birth of Prince of Peace, Jesus Christ.
President Ram Nath Kovind and Vice President M. Venkaiah Naidu have greeted citizens on the eve of Christmas.

Commonwealth Games champions Manu Bhaker and Anish Bhanwala clinched gold medals at the National Shooting Championships in Bhopal today. The 17-year-old Bhaker, representing Haryana, clinched four gold medals (individual and team events in senior and junior) in the women's 10 meter air pistol. She shot 243 to emerge triumphant in the final. She then shot 588 to top qualifications and equal the record set by Annu Raj Singh in the South Asian Games.
Her state-mate Anish, also 17, won individual gold in the senior  men's 25 meter rapid fire pistol event to stamp his dominance.
