  • Minimum Support Price of Rabi crops for 2020-21 hiked; Union Cabinet also decides to set up two new Commands of ITBP at Chandigarh and Guwahati, merge  BSNL and MTNL and  regularise unauthorised colonies in Delhi.

The Union Cabinet has decided to hike Minimum Support Price, MSP, for Rabi crops for marketing season 2020-21. Briefing reporters in New Delhi today, Information and Broadcasting Minister Prakash Javadekar said, MSP of wheat has been increased by 85 rupees per quintal to 1,925 rupees per quintal. MSP of Gram has been increased by 255 rupees, barley 85 rupees, mustard oil 225 rupees and sunflower 270 rupees per quintal. Mr Javadekar said, the move will help increase farmers' income.

Mr Javadakar further informed that government has relaxed norms for setting up petrol pumps allowing non-oil companies to venture into the business. The move  could help private and foreign firms to enter in fuel retailing sector.


The Union Cabinet has approved  to create two new Commands of ITBP, Western Command at Chandigarh and Eastern Command at Guwahati. They will be headed by Additional Director General and assisted by Inspector General. It has also decided for cadre review of Group A General Duty (Executive) Cadre and Non-Gazetted cadre of Indo-Tibetan Border Police, ITBP. Union Minister Prakash Javadekar said, after creation of these Group A posts in ITBP, the supervisory efficiency and capacity building of the Force will be enhanced.


The Government today approved a revival plan for BSNL and MTNL, announcing that the two companies are neither being closed nor dis invested. Talking to reporters after the cabinet decision, Communications and IT Minister Ravi Shankar Prasad said, the Cabinet has approved a revival plan and given in-principle approval for the merger of BSNL and MTNL. He said, under the revival plan, 15 thousand crore rupees sovereign bonds will be raised and 38 thousand crore rupees assets monetised. Mr Prasad said, attractive voluntary retirement scheme packages will be offered to the employees of the company. He said, the two companies are strategic assets of India.

"We will raise 15 thousand crore  rupees sovereign bond, we will allocate 4G spectrum in the 2016 price, we will monetize 38, 000 crore rupees of their assets, we are also coming with attractive VRS packages."


The Cabinet has also approved regularisation of unauthorised colonies in Delhi and giving the rights of ownership to the people living in these colonies. Briefing reporters after the cabinet meeting, Housing and Urban Affairs Minister Hardeep Singh Puri said 40 lakh residents of unauthorized colonies will be given ownership, mortgage and transfer rights. He said, 1,797 colonies will be regularized and a bill in this regard will be introduced in the next session of Parliament.

"Ownership rights will be conferred to the people who are living there wheater there living on private land or on government land because many of these transactions have taken place on basis of general power of attorneys of some other documentation we decided to go had and conferred this right which will enable the inhabitants of these colonies to appli for permission to raise the to bullied to sale all manner of transactions."


Counting of votes for Maharashtra and Haryana Assembly polls will be held tomorrow. Counting will also take place for 51 Assembly seats and two Lok Sabha constituencies spread across 17 States. The two Lok Sabha seats are Samastipur in Bihar and Satara constituency in Maharashtra.

Voting for 288-member Maharashtra Assembly, 90-seat Haryana Assembly and by-polls to the 51 Assembly seats and two Lok Sabha constituencies was held on Monday.

In Maharashtra, the Election Commission has deployed over 25,000 personnel for the counting which will begin at 8.00 a.m. A total of 3,237 candidates are in the fray for the assembly polls.

"The entire in process, right from opening of strong room to final declaration of result will be video recorded. While leads and results will be announced at respective counting centre across each assembly constituency, provision has been made to stream the results live outside the state secretariat in Mumbai. One can also check the results on results.eci.gov.in. While the returning officer will make the announcement during the counting of each phase, the observers will ensure smooth conduct of counting process.WITH APRNA KUNTH, KUNAL SHINDE, AIR NEWS, MUMBAI."

Our Chandigarh correspondent reports that in Haryana, elaborate arrangements have been made for counting of votes.

90 strong rooms have been established at 59 identified place in the state. EVM and VVPAT machines have been kept in the strong rooms covered by three tier security.  The voters , who have decided the fate of stalwarts of Congress, BJP, JJP, INLD and other parties are curious to know the result now.  Ashwani Kumar Sharma, Chandigarh


The News Services Division of All India Radio will broadcast a live bilingual programme, Janadesh, 2019 on Haryana and Maharashtra  Assembly election Results tomorrow. In this programme, experts sitting in Delhi studio will discuss trends and results with experts and correspondents in Mumbai, Pune, Nagpur and Chandigarh studios. The programme can be heard on FM Gold channel and additional frequencies of AIR from 0830 to 1400 hrs. and  again  the RADIO BRIDGE PROGRAMME from 2130 to 2230 hrs. 


The CBI  has registered a case against former Uttarakhand Chief Minister, Harish Rawat and others in connection with a sting operation related to alleged horse trading of MLAs. In 2016, a  sting video had come to fore in which Mr. Rawat was allegedly shown negotiating a deal with rebel  MLAs to bring them back into the Congress fold. Uttarakhand was under President's rule at that time. Earlier, the Uttarkhand High Court had allowed the CBI to register a case against Harish Rawat.


Director General of Police, Jammu and Kashmir, Dilbag Singh has said that security forces have killed three terrorists in an encounter in Rajpura Awantipora of Pulwama district. He said, these terrorists, Abdul Hameed Lelhari,  the successor of Zakir Musa, Junaid Rasheed and Naveed Tak belonging to Ansar Ghazwat-ul-Hind, AGH, linked to Al Qaeda were killed last night.

Addressing media in Srinagar today, Mr. Singh said, with the killing of these terrorists, the outfit AGH has almost been wiped out from Kashmir.

The Police Chief said, terrorist recruitment during the past two and half months has not increased as was apprehended after the abrogation of Article 370. He added that security arrangements are in place for tomorrow's Block Development Council Polls.

Meanwhile, two CRPF personnel were injured after militants attacked a CRPF patrolling party with a grenade in Kulgam district this evening.


Divisional Commissioner of Kashmir, Baseer Ahmad Khan has said, that all the Deputy Commissioners have been directed to establish District Level Examintion Control Rooms for smooth and hassle-free conduct of the upcoming Board of School Education, BOSE examinations across the Kashmir Valley.

About one lakh 60 thousand students would take the exams in 1,502 centres across Kashmir Valley. Class 10th examination will start from next Tuesday, October 29. Class 12th exam would commence from next Wednesday, October 30. The examination for class 11th would be held from November 10.


All arrangements have been made for  Block Development Council elections tomorrow in the state. 1,065 candidates are in the fray for elections of Chairpersons.


Defence Secretary Mark Esper arrived in Baghdad today amidst reports that US may want to increase the number of troops based in Iraq at least temporarily. Esper said that under the current plan, all US troops leaving Syria will go to western Iraq and military would continue to conduct operations against the Islamic State group to prevent its resurgence in the region.

Russia and Turkey reached an agreement which gives Kurdish fighters another 150 hours beginning this afternoon to clear all remaining areas alongside the 440-kilometer Turkey-Syria border.


In United Kingdom, police  found  thirty-nine bodies, near London,  in the container of a truck  which came from Bulgaria. A 25-year-old driver from Northern Ireland has been arrested on suspicion of murder of the 39 people.  Essex Police said  the truck came from Bulgaria and entered the country via Holyhead on Saturday. Chief Superintendent Andrew Mariner said officers were trying to identify the victims.

Meanwhile, Prime Minister Boris Johnson tweeted that he was appalled by this tragic incident and pledged to work closely with Essex Police to establish exactly what happened.


Praveen Kumar today became the first Indian man to win a Wushu World Championships gold, beating Russel Diaz of Philippines in the 48kg category in Shanghai.  

Among other Indians in the fray, Poonam and Sanathoi Devi  secured silver medals while Vikrant Baliyan bagged the bronze in the men's 60kg category.

India finished third overall in the championship in event with a gold, two silvers and a bronze.


Minister of Panchayati Raj Narendra Singh Tomar conferred  the national Panchayat Awards, 2019 at a function in New Delhi today. 246 Awards were given to awardee Panchayats and States in various categories for their best performance at different levels, including delivery of services.

Speaking on the occasion, Narendra Singh Tomar asked the awardees to act as ambassadors for other Gram Panchayats and share their best practices so that they could also move on the path of development.
