The 62-year-old Jammu and Kashmir State Legislative Council came to an end with the State Administration issuing orders for its abolition and asking its 116-member staff to report to the General Administration Department. The order was issued last night, less than a fortnight before the state is split into two union territories -- Ladakh and Jammu and Kashmir -- on the midnight of the 31st of October. Jammu and Kashmir will be a union territory with a Legislative Assembly. The Centre had on the 5th of August abrogated the provisions of Article 370 of the Constitution which granted special status to Jammu and Kashmir.


"J&K State Administration has also directed the State Legislative Council to transfer all vehicles purchased from time to time to the Director State Motor Garages and handing over of the building of the Legislative Council along with furniture and electronic gadgets to the Director Estates.  The 36-member state council was established in 1957 after an act was passed by the Parliament. The council functioned as an upper house for the 87-member J&K State Legislative Assembly. R.K. RAINA, AIR NEWS JAMMU."


The Jammu and Kashmir government has shifted the Ladakh Affairs Department along with its Administrative Secretary Rigzin Samphel to Leh to oversee the transition of Ladakh region as a Union Territory.

Now news related to elections in Maharashtra and Haryana:


Campaigning for Maharashtra and Haryana Assembly elections has reached its top gear as leaders across the political spectrum are leaving no stone unturned to woo the voters.


Prime Minister Narendra Modi has said NDA Government is committed to building a strong and unified India and moving fast towards development on the path shown by Chatrapati Shivaji Maharaj. He was speaking at an election rally in Satara today, where the only Lok Sabha By-Poll in Maharashtra is also being conducted along with the State Assembly elections.


"राष्ट्र रक्षा के लिये राष्ट्र के एकीकरण के लिये महा सरकार ने ऐसे फैसले लिये हैं जिनको लेने की हिम्मत पहले नहीं दिखाई देती थी, लेकिन दुर्भाग्य की बात यह है कि आज यहां महाराष्ट्र में जो हमारे विरोध में खड़े हैं, उन्होंने राष्ट्र रक्षा के लिये उठाये गये हर कदम का विरोध किया।"


The Prime Minister spoke on Article 370, Maratha Reservation, beneficial schemes for farmers, steps taken for the betterment of sugarcane producers and various development projects undertaken by the BJP-Shivsena combine in the state during the last term. Lok Sabha by-elections were necessitated in Satara because of the resignation of sitting Member Udayanraje Bhosale. Mr. Modi also addressed a poll rally in Pune later in the evening.


Senior Congress leader and former Prime Minister Dr Manmohan Singh has said, the party did not oppose enactment of law to abrogate Article 370, but the way in which it was implemented. He was speaking during a talk on the current scenario of the Indian economy organized by the Mumbai Regional Congress Committee in Mumbai today.


"कांग्रेस पार्टी जब यह बिल पार्लियामेंट के सामने आया तो आर्टिकल 370 के ऊपर जो बातचीत हुई, कांग्रेस पार्टी ने इसके हक़ में वोट दिया। इसके खिलाफ वोट नहीं दिया। 


Article 370 is a temporary measure. But it has to be changed, this change has to be brought with the goodwill of the people of the Jammu and Kashmir."


Mr Singh alleged that the economy is in vicious slowdown and asked the Government at the Centre to find a credible solution to it. Dr. Singh admitted that there were some weaknesses in the UPA Government, adding that the present regime, which has been is in power for more than five years now, should have learnt from those mistakes.


Now, lets go live to our correspondent Kunal Shinde in Mumbai for more details on the elections.


Q.1 Kunal, the election commission is taking various innovative measures to create voters’ awareness campaign in the financial hub, Mumbai. What kind of response has it received?


"Yes Valsa, the flash mob was organized this evening, which saw an overwhelming participation from the people from different walks of life. Different groups took part in this flash mob. Prominent Marathi TV star Abhijit Khandkekar was present for this flash mob and he even urged people to go out and vote on October 21. Youngsters were seen wearing T-Shirts with the map of Maharashtra and Election Commission’s logo on it. One of the famous songs from “Slumdog Millionaire” which was composed by A.R. Rahman…’JAY HO’ was played on the occasion. Besides, other Hindi Bollywood songs and specially composed election songs, which urged voters to cast their votes. The flash mob is part of a special drive undertaken by the Election Commission ahead of voting on October 21. A flash mob was also organized a few days ago at the CST Station in Mumbai. And the same exercise was carried out during the Lok Sabha polls-2019, back to you Valsa."


Q.2 Right, Kunal this was from the Mumbai point of view. What about other parts of the state?


"Valsa, yes, in other parts of the state like far away in Buldhana and Ahmednagar to and in other districts as well, the voters’ awareness programme is being organized by the District Collectors office. The young voters are specially motivated to cast their votes. Meanwhile, in Devgad, i.e in Sindhudurg district in Konkan region 150 students from as many as 20 schools took part to create sand arts. Also, voters awareness programmes are organized under SVEEP programme wherein a human chain was created by more than seven thousand students…back to you, Valsa"


 Moving to Haryana, senior BJP leader Rajnath Singh addressed three election rallies at Bawani Khera, Tosham and Mahendragarh assembly constituencies in Haryana today. During his address, the Defence Minister accused the Congress of internationalising the Kashmir issue. Jannayak Janta Party released its manifesto at Chandigarh today. The party has given the name Jan Sewa Patra to its manifesto. Meanwhile, Police have deployed 57 thousand police Jawans to conduct the ensuing Assembly Polls in free and fair manner. Additional Director General of Police (Law and Order) Navdeep Singh Virk told AIR correspondent that besides it, 5,000 Homeguard Jawans from Himachal Pradesh, Delhi and Rajasthan will also be deployed. He said, 130 companies of Central Paramilitary Reserve Force have also been called to ensure security on the day of polling.

Now we go live to our correspondent Jitendra Dwivedi in Chandigarh for the latest as Just two days are left for the campaigning. Jitendra how is the campaign going on there?


"Now, election campaign is in full swing.  From BJP side, more than a dozen star campaigners including Central Minister Rajnath Singh and Smriti Irani addressed about 40 election rallies across the state. From Congress Side, Bhupesh Bhaghel,  Ashok Gehlot , Rajeev Shukla, Pramot Tiwari and Anand Sharma campaigned for the party. Leaders of INLD  and Jannayak Janta party also addressed a series of meetings across the state."


The two states will go to polls on the 21st of this month. Counting will be taken up on the 24th of October.

A Delhi court today sent former Finance Minister P Chidambaram for custodial interrogation by the Enforcement Directorate till the 24th of October in the INX Media money laundering case. Special Judge Ajay Kumar Kuhar allowed the ED to quiz Chidambaram. The court also granted him permission to have home cooked food, western toilet and medicines in ED custody. The probe agency had sought 14-day custodial interrogation of the senior Congress leader.


The court also extended the judicial custody of Chidambaram till the 24th of October in the INX Media corruption case lodged by the CBI.

India and Pakistan have reached an agreement on all other issues related to Kartarpur Sahib Corridor except the matter of service fee. Responding to media queries over the corridor, External Affairs Ministry Spokesman Raveesh Kumar said, Islamabad  is insisting on levying a fee of  20 dollar on all pilgrims  and New Delhi  has urged the neighbouring country not to do so in the interest of devotees and also because this is a people to people initiative. 


The Kartarpur Sahib Corridor is an important initiative taken by India to commemorate the 550th Birth Anniversary of Guru Nanak Devji. The corridor will connect Darbar Sahib in Kartarpur, Pakistan, with Dera Baba Nanak shrine in Gurdaspur district of Punjab.

The first ever India Innovation Index was launched by NITI Aayog in New Delhi today in order to promote competitiveness among states. Karnataka has emerged the topper among major states. Tamil Nadu is second and Maharashtra is at the third position followed by Telangana, Haryana, Kerala, Uttar Pradesh, West Bengal, Gujarat and Andhra Pradesh. Jharkhand has got the last place in the list of 17 major states. Among the North-Eastern states Sikkim and among union territories Delhi occupied the top spot. 


Addressing a gathering, Vice Chairman of NITI Aayog, Dr Rajiv Kumar said the aim of the innovation index is to move states from competitive populism to competitive good governance.


Speaking at the event, Chief Executive Officer of NITI Aayog Amitabh Kant said, innovation index will continue to pursue such interventions that play an important role in developing cooperative and competitive federalism.


"Region specific insights like this have never been available before as different states have disparate needs and challenges. India Innovation Index is conceptualized to analyze innovation ecosystem at sub regional level. The Index intends to help in better understanding of a state's innovation ranking and its performance relative to its economic peers.  It is a tool that will help create a conducive ecosystem for innovation to flourish across the country. India Innovation Index measures innovation inputs through 5 enablers namely Human Capital, Investment, Knowledge Workers, Business Environment and Safety and Legal Environment along with 2 innovation outputs to capture the performance. Earlier this year India improved its ranking in Global Innovation Index by five notches to 52nd position in a survey of innovative capacity among 129 countries by the World Intellectual Property Organization. Negotiators from the European Union and the UK have reached an agreement on a Brexit deal before a meeting of European leaders in Brussels. British Prime Minister Boris Johnson and European Commission President Jean-Claude Juncker called it a fair outcome. He urged MPs to come together to get Brexit done and get this excellent deal over the line. He added, now is the moment for us to get Brexit done and then together to work on building our future partnership.


The EU Commission President Jean-Claude Juncker said, there was no need to extend the Brexit deadline.
