The Lok Sabha today passed the Muslim Women (Protection of Rights on Marriage) Bill known as Triple Talaq Bill. Earlier, the amendments moved by some opposition members were rejected by the House. The Bill makes all declarations of instant triple talaq void and illegal. It seeks to make the practice a punishable offence with imprisonment of up to three years. The Bill will replace the Muslim Women (Protection of Rights on Marriage) Ordinance-2018. Replying to the debate on the Bill, Minister for Law and Justice Ravi Shankar Prasad said, the Bill has not been brought to target any religion but to give justice to women. He questioned opposition parties including Congress on their objections related to penal provisions against instant triple Talaq. Mr. Prasad said, deterrence is always important to check such crimes.

"तीन तलाक़ illegal है। unconstitutional है। ये clear  हो गया। फिर भी कुछ लोग तीन तलाक़ देने पर अड़े हुए हैं। और महिलाओं से बदसुलूकी कर रहे है। तो क्या ये सदन खामोश रहे, ये बड़े सवाल है। और सदन ये कानून लेकर आयी है कि उनको सम्मान मिले, इन्साफ मिले और इसीलिए हमने कानून बनाया है। और आप जान ले deterrence is always a great impact in containing these types of activities."

Allaying concerns of opposition members on compensation, the Minister said, it has been left to the wisdom of the Magistrate. Mr Prasad rejected the opposition's demand of sending the Bill to joint select committee.

Not satisfied with the Minister’s reply and their demand to send the Bill to joint select committee not being accepted, Members from Congress, RJD, NC, SP and NCP staged a walkout. While division was taking place BJD members also walked out. 245 members voted in favour while 11 voted against the bill.

Earlier during the debate, Congress leader Mallikarjun Kharge said, this is a very important bill which needs detailed study.

"यह बहुत ही महत्वपूर्ण बिल है और इसमें in detailed जाना जरूरी है। यह  constitutional matter भी है और एक धर्म के अंदर सरकार interfere करके अपने कानून बनाना इसीलिए मैं आपसे request करता हूं और government से भी request करता हूं कि इसको  joint select committee को आप भेजिए।"

Sudip Bandyopadhyay of TMC opposed provisions of criminalisation in the Bill.

 BJP's Meenakshi Lekhi said, intention of Bill is punitive, restorative and reformative. Taking on Congress, she alleged that 1986 legislation for Muslim women was meant for appeasement politics not for empowerment. Intervening in to the debate, Minority Affairs Minister Mukhtar Abbas Naqvi pushed for abolition of instant Triple Talaq saying the Bill is aimed at removing the social evil.

"ये मुद्दा इस्लाम से या धर्म से जुड़ा हुआ नहीं है। ये शुद्ध रूप से सामाजिक कुरीति और कुप्रथा से जुड़ा हुआ है। जिस रह से जिस वक् सती प्रथा के खात्मे की बात हुई थी वो खत् हुई। बाल विवाह की प्रथा को खत् करना चाहिए, देश ने एक जुट होकर बाल विवाह की इस कुप्रथा को खत् किया। आज फिर ऐसी कौन सी समस्या गई कि जिसकी वजह से हम इसका विरोध कर रहे हैं।"

Union Minister Smriti Irani said, the Bill was brought for justice not politics.

"The fact that the All India Muslim Personal Law Board has spoken and yet 477 cases have been found in the country is reason enough for us to expedite this deliberation and finally give justice to muslim women."

Supriya Sule of NCP, Dharmendra Yadav of Samajwadi Party, Prem Singh Chandumajra of SAD, Badruddin Ajmal of AIUDF also participated in the debate.

Information and Broadcasting Minister Col Rajyavardhan Rathore has said that the passing of Triple Talaq Bill by Lok Sabha is a momentous occasion for the dignity and rights of Indian Muslim women. Talking to media outside Parliament, Mr Rathore said, the relentless pursuit of enacting the law is testament to Government's commitment to the empowerment of women.


Rajya Sabha was adjourned for the day after continuous disruption over various issues.

The Upper House witnessed uproar over Cauvery and Andhra Pradesh special status issues. As soon as the House met for the day, AIADMK and DMK members trooped into the well, demanding a permanent solution to Cauvery issue while TDP members sought benefits for Andhra Pradesh. TMC MPs also protested over the Home Ministry notification allowing security and intelligence agencies to monitor data on any computer. As pandemonium continued, Chairman M Venkaiah Naidu adjourned the House till tomorrow.


Prime Minister Narendra Modi has said, the Union Government has unearthed decade long scam of 90000 crore rupees with the implementation of Direct Benefit Transfer (DBT) scheme. He was addressing a rally in Dharamshala today on completion of one year of Himachal Pradesh government.

"While addressing the rally Prime Minister stated, six crore bogus persons were getting money in the name of pensions meant for widows, aged and disabled persons and this scam of 90000 crores could be unearthed with the implementation of Direct Benefit Transfer scheme. He said Congress is misleading the farmers in the name of waiving off their loans as it had misled soldiers in the name of implementing ‘One Rank, One Pension’. Congratulating Chief Minister Jairam Thakur Prime Minster remarked that state government has taken several initiatives to benefit every section of the society by launching various welfare schemes at the door steps of general public. In his address, the Prime Minister said, Centre has increased allocation of annual budget of Himachal Pradesh to 72 thousand crore rupees from 21 thousand crores. Mr Modi said, Himachal is getting an increased budget of over 50 thousand crore rupees, which is an almost four times increase.

The Union Government today declared the Khalistan Liberation Force (KLF) a banned organisation. A Home Ministry order said, the decision was taken under the Unlawful Activities (Prevention) Act 1967 for the outfit's alleged involvement in killing of innocent people and police officers and several bombings on civilian targets in India. It said, the KLF and all its manifestations have been declared outlawed under the Act.


A Delhi Court today sent ten suspects arrested in the Islamic State-inspired terror module racket to 12-day NIA custody. They were arrested by the National Investigation Agency (NIA) yesterday on the suspicion of being members of an ISIS-inspired module styled as 'Harkat ul Harb e Islam'. The NIA had conducted searches at 17 locations in Uttar Pradesh and Delhi in this connection. NIA Inspector General, Alok Mittal had said the module was in an advance stage of carrying out a series of blasts. Huge quantity of arms and ammunition including a rocket launcher were recovered in the raids.


India today lodged strong protest with Pakistan on incidents of cross LoC terrorist infiltration and targeting of Indian civilians and security forces, leading to loss of lives on the Indian side yesterday and on 21st of this month. The Ministry of External Affairs summoned Pakistan High Commission official and expressed grave concern at Pakistan’s continued support to cross border terrorist infiltration into India, including supporting cover fire provided by Pakistan forces. India once again asked Pakistan to fulfill its bilateral commitment to not allow any territory under its control to be used for terrorism against India in any manner.


Prime Minister of Bhutan Dr. Lotay Tshering has arrived in New Delhi today on a three day official visit to India. The visit takes place during the Golden jubilee year of the establishment of formal diplomatic relations between the two countries. Foreign Secretary Vijay Gokhale called on the visiting dignitary this evening. Dr Tshering will be accorded ceremonial reception at the forecourt of Rashtrapati Bhavan tomorrow.


Union Minster for Water Resources, River Development and Ganga Rejuvenation, Nitin Gadkari today laid foundation of eleven projects for Yamuna Rejuvenation in New Delhi. Speaking on the occasion, Mr Gadkari said the water quality in Ganga has improved substantially. He said his Ministry is taking initiative to increase the flow of the Yamuna river.

"हम यमुना पर 3 dam बना रहे हैं। तो यमुना का पानी 160 per cent  बढने वाला है और यमुना के लिए पानी ज्यादा आएगा ये भी हमारे लिए बहुत बडा फायदा होगा। तो आज ये जो यमुना का पानी आने से सभी राज्यों को भी पानी मिलेगा, किसानों को भी पानी मिलेगा।"

Housing and Urban Affairs Ministry has approved the construction of  3,10,597 more affordable houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban). An official release said the approval was given in the 41st meeting of the Central Sanctioning and Monitoring Committee held in New Delhi today. The cumulative number of houses sanctioned under PMAY(U) now is 68,54,126.

At the Stock markets, key indices posted gains for the second straight day, today but the rupee fell appreciably against the dollar.

"At the stock markets, the Sensex at the Bombay Stock Exchange rose 157 points, or 0.4 percent, to end at 35,807, today. The Nifty climbed 50 points, to 10,780. At the forex market, the rupee slipped 29 paise, to 70.35, against the dollar. And.Brent crude futures dropped 90 cents, to trade at 53.57 dollars a barrel. Lalima Aneja Dang for AIR."


In Indonesia, the level for Anak Krakatau volcano has been raised to the second-highest level possible, after a series of eruptions. All flights around the volcano have been rerouted and a 5 km exclusion zone has also been imposed. Local people and tourists have been prohibited from carrying out activities within this radius

Last week, the volcano triggered a tsunami which killed hundreds of people.


Cheteshwar Pujara produced yet another classy hundred and stitched a 170-run partnership with captain Virat Kohli to put India in command against Australia on the second day of the third Cricket Test in Melbourne today.

 Pujara hit his second century of the series. Kohli, who contributed a significant 82, made a declaration and finished India's first innings at 443 for 7. Rohit Sharma ended on 63 not out.

Pat Cummins was the pick of the Australian bowlers, taking 3 for 72 in 34 overs.

At stumps, Australia were placed at 8 for no loss from 6 overs with openers Aaron Finch on 3 and Marcus Harris on 5. India lead by 435 runs.


Intense Cold wave conditions continue to grip North India as temperatures dropped at several places in the region.

In Delhi, the minimum temperature further dropped to 3.4 degrees Celsius, four notches below the season's average.

In Punjab and Haryana, Chandigarh recorded the season's coldest night at 3.4 degrees Celsius.
