He praised the Bohra community for being honest, disciplined and law-abiding and not resorting to deceit while augmenting trade, its main occupation. The Supreme Court today modified its previous order that provided for setting up of a committee to deal with complaints of dowry harassment. The court, while modifying its earlier verdict, said that there is no scope for courts for constitutionally filling up gaps in penal law. Talking to AIR, senior Supreme Court lawyer, Dr. Surat Singh said that the apex court has restored its earlier position on the issue. Dr Singh said:

"The Supreme Court said that we cannot make the law, we can only interpret the law. So earlier decision of 2017 now has been taken away. The judgment of 2017 said that an Investigation Officer cannot  arrest a person directly that would be a constitution of a welfare committee of responsible citizens and only when there is report of committee, arrest can be effected,  not before that. So the old position has come. Now, IO has power to arrest. The safeguard against the abuse, which was given in 2017 in Rakesh Sharma case, has been taken away today.

The Court was hearing a plea filed by an NGO claiming that the otherwise helpful instrument in the hands of victim women has become valueless.
